GnuPG 1.9.91 released

Hi,

just a brief note, that version 1.9.91 of GnuPG has been released.  To
build it, you also need to get the latest libassuan (0.9.2).

 (Note that the diff file is smaller than usual because it does not
  include diffs for the po files.)
