It occurred to me to comment out the keyserver in my gpg.conf file,
run "gpg --refresh-keys" and examine the output.

My keyring currently contains 415 keys. 42 of them refreshed (or
attempted). Of those, thirteen used a file URL rather than a
keyserver. 13 is just over 3% of 415, or about one key in 32.
