Did you try the latest version: GPGshell v3.77, available from:
http://www.jumaros.de/rsoft/index.html

The fact that it is not open-source would be inconsequential to me.
There is a link on the URL listed above to contact the author. If there
is a problem with Windows 7 and the latest version, perhaps you might
want to contact the author and inform him of that. He may not be aware
of it.
