Indeed. But in Windows XP, all you do for Quick Launch is place
shortcuts in the "%AppData%\Microsoft\Internet Explorer\Quick Launch"
folder (and make sure the quick launch toolbar is set to be
displayed); I don't know if it's different in Windows 7.

A convenient way to open that file is from GPGkeys;
click "lists" then hold down CTRL while clicking the name of the list.
