Don't use it.  I have no idea on whether the random number generator
will work correctly on this new Windows version.  Use 2.0.17 which is
included in gpg4win.org - the random number generator in that version
(of Libgcrypt) is much more modern and thus has a better chance to work
correctly on Windows.
