gnupg not working with RHEL 4

GnuPG is compatible with all Unix style operating systems inclduing
Linux and RHEL [1].  You just need to build it yourself.  And please use
the latest versions (1.4.13).

[1] And with VMS and Windows.  However, you better get a prebuild
    version for these OSes.
