GPG 2.1.0/Win32: keyserver lookup problems

Well, you caught me.  I only tested GPA and knowing that its keyserver
access does not yet work I probably did no tests at all.  Meanwhile I
found the problem and keyserver access does work again.  (Not yet commited).
