I just tried uploading a key using PGP Global Directory's website
interface, it thought about it for nearly two minutes and then told me
"An unexpected error has occured [sic]. Please try your request
again." This was repeated twice with that key, then happened again
with another key.

Conventional keyservers contain many keys with obsolete email
addresses in their UIDs, so much of the harvest would be of no use.
Any results returned by PGP Global Directory will contain email
addresses that were valid in the last six months or so.

Not as easy as generating email addresses at random.

The first gave me 130 hits, the second 27 hits. But use a search term
that would bring up lots of matches and you get nothing. Try:-
gpg --keyserver hkp://pool.sks-keyservers.net --search-keys gmail
gpg --keyserver hkp://pool.sks-keyservers.net --search-keys yahoo
gpg --keyserver hkp://pool.sks-keyservers.net --search-keys john
gpg --keyserver hkp://pool.sks-keyservers.net --search-keys smith
