Bringing it here is pretty much my fault, I suggested here rather than
the IETF list because he's relatively new and had just wandered into
#gpg4win to ask about views of a previous draft on reddit.  I
suggested bringing it here to "kick the tyres" without going straight
to full Internet standard level over in IETF-land.
