Take a bit of care: Mingw is known to introduce regression with new
compilers or runtimes.  For the binaries distributed by gnupg.org we
currently use 4.9.1.  If you install GnuPG 2.1 for Windows it will
also bring you a decent gpgme with header files and import libs.

We only support cross-building from Unix.
