I don't see anybody claiming that this is a valid use case.

There are several issues preventing actually limiting this in the
current keyserver network, but this has already been explained.


I use the GNU Privacy Guard (GnuPG) in combination with Enigmail.
You can send me encrypted mail if you want some privacy.
