Put this into configure.ac:

case "${host}" in
    *-mingw32*)
	W32LIBS="-lwsock32"
        ;;
    *)
       ;;
esac
AC_SUBST(W32LIBS)

and this:

LDADD = $(other_libs) $(W32LIBS)

into the Makefile.am.

We use this in gpg and other software for years.  The Debian mingw32
packages works just fine - you are using Sid, right?
