[gnutls-devel] GnuTLS | tests: ensure that tests which override library functions run (#589)

The following tests:
 * `tests/rng-no-onload.c`
 * `tests/tls13/prf.c`
rely on replacing gnutls function calls; something that works on ELF systems, but may not be available if certain flags are provided to the linker (see #584). We should make sure that these tests are run in at least one CI run, and any incidental disabling of them (e.g., compiler/linker defaults changing) will be detected.
