[gnutls-devel] GnuTLS | Update m4/ax_code_coverage.m4 (!905)

[Development of GNU's TLS library]

We stick with ax_code_coverage.m4 serial 25, which works even without autoconv-archive being installed. We try to avoid autoconf-archive being a hard dependency.

This MR works here with the combinations of autoconf-archive (not-installed|2018|2019).

@schmidthubert Maybe you can test in your environment ?

@nmav I didn't apply any of your changes since I could successfully `make code-coverage-capture` in all above combinations. Though if still needed, you might create an amended MR.
