[gnutls-devel] GnuTLS | Check for Signed-off-by: in CI (!871)

[Development of GNU's TLS library]

I see that this is very important to you. I see it different, I see it the same as the errors output by `make syntax-check`. Doing the devil's advocate, if I do a push to the CI to see the errors, I can return an hour later seeing that no errors were reported because the `Signoff-by` was missing. Anyway I do not know how to help you here.
