[gnutls-devel] GnuTLS | autogen is being run on the tarball even if --enable-local-libopts is given (#772)

[Development of GNU's TLS library]

Libopts/autogen is used for the following reasons:
 1. generation of manpages /texinfo of tools options and examples
 2. tools in src/ use it to parse command line
 3. certtool uses it to parse templates
