[gnutls-devel] GnuTLS | autogen is being run on the tarball even if --enable-local-libopts is given (#772)

It is quite a big project to do all of these, and a strategy could be to take it piece by piece. There are 3 tasks here which we can create issues for them, and address them over time.

I have a WIP MR to bring `inih` parser to the gnutls lib, so (3) could be solved using inih as well (another project I've replaced with it quite successfully) whenever/if that patch gets in. I could take that? What do you think?
