[gnutls-devel] GnuTLS | Can't generate public.crt on Windows 2016 (#923)

I just updated to 3.6.12 and the issue still exists:
PS C:\GnuTLS> certtool.exe --generate-self-signed --load-privkey private.key --template cert.cnf --outfile public.crt
