A couple of issues I see here:
1. The `!-VERS-SSL3.0` syntax is invalid and the documentation should be updated
1. There is no fallback mechanism from `@SYSTEM` to `NORMAL` at the priority string level

For the latter, I suspect the least surprising behavior (for both the systems with/without the default configuration file) is determine the `@SYSTEM` priority at build time, e.g., adding a new configure option `--with-system-priority=NORMAL` for Debian.
