In theory, yes. In practice I'm afraid that documentation warnings won't deter enough unless enforced, especially if they'll be downstream only to some distros.
The largest block of non-trivialty in the enforcement commit grows from https://gitlab.com/dueno/gnutls/-/merge_requests/1 of my own making. That one I consider tested well and I hope the non-protocols part is more straightforward.
But yeah, why not split it up. I've split the first two commits off as !1540 and added warnings in doctexts.
