I wonder if it might be a little safer to split this MR to two:
- the first two commits in this MR to defer the priority string construction, plus additional documentation mentioning that it is an undefined behavior if those API function are called later
- the rest of commits that enforce the rule

That way we will have sufficient time to test the code changes for the latter.
