This adds a couple of functions to retrieve ciphersuite names in TLS 1.3. `gnutls_cipher_suite_get_name2` is similar to `gnutls_cipher_suite_get_name` but takes a PRF hash algorithm which can be checked with `gnutls_prf_hash_get`.

The returned name is GnuTLS specific: to convert it to IANA registered name, use `gnutls_cipher_suite_name_to_iana`. We can't consolidate those into a single function, as we still support legacy ciphersuites not registered in IANA.
