[gnutls-devel] GnuTLS | Add API to check whether session tickets are enabled (#1531)

As pointed by Oto Šťáva in a [post](https://lists.gnupg.org/pipermail/gnutls-help/2024-January/004842.html), there is currently no way to check whether session tickets are enabled by the configuration. It would be nice there is an API for that.
