And I see that you tried that already. The problem may be related to the buildah/buildah image. In openconnect we use the `registry.fedoraproject.org/fedora-minimal` image and the build works. Docker-in-docker is just unnecessary complexity. podman doesn't work with the fedora-minimal image, I'd recommend https://github.com/GoogleContainerTools/kaniko
