It looks like you're forcing TLS 1.3 and expired.badssl.com does not support it. In that case, receiving back an alert from the server is totally expected, the reason for the failure is it doesn't speak TLS 1.3, and that ain't something that gnutls can do anything about or even has any insight inty.
