I solved my own problem, sorry.

It turns out that WireShark isn't as dependable as it normally is; it
cannot see that the handshake messages are encrypted.  Inspecting things
at the binary level, this was clearer than the decoded output (...)

Sorry about this.  I didn't realise the Record level left no markers of
having applied encryption -- and WireShark's deciphering as Encrypted
Handshake Message sent me into a wrong line of thought.

Case closed :)
