new release of gpa

Hi all,

there has been _much_ work on the gpa in the recent weeks.
I am proposing to release a new revision (0.4.0) and
announce this one broadly.

I would like to release the windows installer gpa-w32-0.4.0.exe
as soon as possible, no matter whether there are still some bugs
(of which some we even know).
