yet another gpa windows test release

Hi all,

the updated windows gpa installer mainly addresses
german language improvements.

See for most current revision in
ftp://intevation.de/users/jan/gnupg/

This is still an unstable release.
gpa will crash sooner or later due to a buggy
internal keyring management (gpg is stable!).
