This is probably a bug in your version of gpa.
As a quick fallback method and workaround=20
until a better version can be downloaded=20
and you can use the command line version of gnupg in a "command prompt",
try something like this (untested):
gpg.exe --allow-secret-key-import --import keyfile.asc
or=20
gpg.exe --import keyfile.asc
