This particular bug has been known for over a year! See the thread

Now that GTK 2.0 is out the solution proposed in
http://lists.gnupg.org/pipermail/gpa-dev/2001-January/000249.html
(switching to GTK 1.3) shouldn't be a problem. Werner was in favor of
that anyway back then.

The windows version already uses GTK 1.3 IIRC, so with a bit of luck the
version of 0.5.0 most people using (i.e. the windows version distributed
by the BMWI) actually works even with non-ascii characters. Can someone
confirm this?
