Cross-compiling GPA for MinGW

The change was supposed to suppress the compilation of Assuan.  If it
doesn't do that, than this is a bug.  Please make sure you really built the
current source (ie, start from a fresh tree and run autogen.sh etc).  If
that still doesn't work, please send me what belongs to every proper bug
report, the config.status file.
