[issue119] certmanager: ldap config escapes too often

It seems the ldap config settings in certmanager are escaped too often. 
Example: start with .gnupg/dirmngr_ldapservers.conf:

ca.intevation.de:389:::o=Intevation GmbH,c=DE

Edit this in the certmanager config dialog by double clicking on the entry and
immediately clicking on OK in the new dialog that comes up (this is to make sure
that the settings are actually written back).  The relevant line in
.gnupg/dirmngr_ldapservers.conf is now:

ca.intevation.de:389:::o=Intevation%2520GmbH,c=DE

With that searches don't work anymore even though the did work with the original
version.
