Boa adoption

Hi all,

I'm sorry, but I have to put off the UTF-8 issue once more.  In fact, I 
thought that it's a waste of time trying to setup things so that Caudium 
works well with UTF-8 pages and then switch to Boa.  Thus, let's start 
with Boa first.

I created a new branch called branch-boa_adoption long ago.  I'm sorry,
.wml files are quite outdated, but porting core resides within the
Makefile* files and thus it sholdn't cause any harm.

In order to test the new web server, Werner should take the following
steps:

1. run a boa server on some port (8080?)
2. check out a fresh branch-boa_adoption
3. run a "make init; make clog" in order to completely build the site
4. add the old URL handling to boa.

The only question I came across is how we deal with old 
<http://www.gnupg.org/(xx)/> URLs.  I'm afraid that some people 
bookmarked URL with Caudium's syntax...
