Applying for permission to run a keyserver for the Verein

I've discussed this with Werner, we still think that public keyservers are not 
the best solution in the long term, but in the shortterm we would be happy if 
Intevation would run a keyserver.

But regarding keyservers it is better to coordinate with Kristian and not 
Werner an me, as Kristian is our "go to guy" regarding the Keyserver network.

Ok. As you know the Verein has money so if you do this we could cover costs.
