Applying for permission to run a keyserver for the Verein

Dear Werner, dear Board,

currently Intevation is looking into how to run a keyserver
with the hockeypuck software being part of the sks network.

If we manage to run one, I hereby apply to do it for and in the name
of the GnuPG e.Verein.

Details:
Intevation will cover the costs so far as contribution to the Verein.
(We try to find out what the costs are anyway. Unless somebody knows.)
If the Verein wants admin access, to pick up the costs or anything
else, it can be done later.)
