updating default digest preferences

Hi folks--

with new versions of gpg pending, is there any chance of getting the
default key preferences updated, as referenced here:

  https://bugs.g10code.com/gnupg/issue1057

Are there problems with that patch that are keeping it from being
applied?  Are there objections to including stronger preference
indicators in new keys?
