revoking a key using 'addrevoker'

after adding one of my keys as a deisgnated revoker, by using
the --edit-key 'name' command
and
'addrevoker'
and then 'save'
then,
upon editing the key, gnupg listed the added designated revoker
as being able to revoke the key.
then, when trying to send the updated key with the new revoker
to the keyserver, got the following error message:

neither the original key, nor the revoker key, have any photo-id
or any strange signatures or additional packets
is the new 'designated revoker key' not recognized by the
keyservers yet?
or is there a different way to try to upload a designated
revoker?
the version of gnupg used, is in the signing header.
