Quite. It is because ldap servers are not supported in GPG 1.0.7 yet,=20
and as far as I know were not supported in GPG 1.0.6.

Change the line in your Options file to:

keyserver x-hkp://horowitz.surfnet.nl

or whatever keyserver you wish to use except that it must be an x-hkp://=20
type.
