Indeed in my setup I can't get it to work with IExplore 6.0 either. 
My GPGShell 2.30 and included GPGView work flawlessly, but
for MSIE as option I get:

Command> showphoto 4
Displaying jpeg photo ID of size 4207 for key 0x12345678 (uid 4)

throws up a screen reading
