Hi,
There's a program, GPGOE, which allows OE to handle inline signing and
encryption. It's far from ideal, and a bit less than mature, but it does the
job.
I used it myself at school, where I had to use OE.
The website is http://www.winpt.org/gpgoe.html . It's definitely worth a
look, it may be what you're looking for.
As an aside, you may want to consider other mail clients for your enterprise
- - Mozilla mail has a plugin which provides full OpenPGP support, and it is
not as prone to security flaws as Outlook Express.
