[Announce] GnuPG signature key update and X-Request-PGP (re-sent with iso8859-1 encoding)

I know it's been a whole 2 weeks since this, but I wanted to comment
on it.

I still think any and all references to the (now proprietary) product
should be "PGP" and those about the standard "OpenPGP". So this would
become "X-Request-OpenPGP".
