Modern OpenPGP keys have a primary, plus zero or more subkeys. It is
possible for an OpenPGP key to have no subkeys if it is a sign+encrypt
key, but they're not that common. More likely, the keys you saw were
PGP 2.x-style keys, which are all sign+encrypt.
