2.1.2 Install

After installing 2.1.2 I get the following error when trying to start GD:
An error occurred while reading the protocol database.
Details: "Unable to open network protocol database XML file."
What did I do wrong in the install. I used the tar.gz to install and did 
not see any errors in configure or make.
