Please check out doc/DETAILS.

You should fix your MUA; it is unreadable without applying
gnus-article-remove-cr.  The line endings are all messed up; look at
the raw mail:

  Hi,=0Dif i run gpg.exe -[...]hing like=0D=0D=

QP-encoding must not be applied to the line endings and those should
be CR,LF and not just CR.
