This is not a bug.  This is the expected behavior.

GnuPG is interpreting your command line as "select the first key that  
matches the string PGP, enter the edit-key menu, and then execute the  
commands Global, Directory, Verification and Key".

Try:

gpg --edit-key "PGP Global Directory Verification Key"

... and see if that fixes things for you.
