First of all, uninstall both.
After, reinstall GPGShell, enabling GPGTray and all context menus, but not
GPGTools.
Reboot.
RightClick on GPGTray and review the Configs for GPG and GPGShell.
Go to Explorer, and RightClick on a file: you see the actions.
