Ubuntu takes the packages from Debian testing and creates their
distribution from it.
First step will be to upgrade to 26.04 and check if the version there
fits your needs.
If you need to compile yourself, you no only need to compile all parts
of GnuPG, but you also need to build .deb packages, so they can be
installed and satisfy the dependencies of of other packages.
