[gnutls-devel] GnuTLS | Enable static code scanning (#1461)

Semmle's LGTM is no longer supported, but maybe we should enable other static code scanning tools like:

- [CodeQL](https://docs.github.com/en/code-security/code-scanning/automatically-scanning-your-code-for-vulnerabilities-and-errors/about-code-scanning-with-codeql) scanning
