@eschwartz It goes much more deeper then just compile at windows vcpkg. 
In that note, mingw is not official by vcpkg, and not run on the ci.
You cannot use gnu mingw compilation to compile with msvc compiler. (It give me an errors).

My goal is compile gnutls in msvc compiler because then it will be one of the candidate in vcpkg to be a backend for http3. Then it will be one step for compile and build with http3.
