UTF problem?

Hi,

running gpa on Windows with german language
some strange effects happen with the gui.
There are empty menu entries, broken strings,
widgets shifted in a strange way and
finally an additional (empty) menu.

All that hints at a UTF problem. We use
gtk 1.3 on windows, so was have to deal with that
in some way.
